Structural Integrity Reserve Studies (SIRS)

A structural integrity reserve study consists of a visual inspection of the building’s structural components, including the roof, foundation, walls, floors, plumbing, electrical systems, and fireproofing. It must also estimate the remaining useful life and replacement cost of each component.  Florida Statute SB 4-D, also known as the Surfside Response Bill, requires structural integrity reserve studies (SIRS) for condominiums and cooperatives in the Miami-Fort Lauderdale area and all of Florida.  Because a structural integrity reserve study Miami boards commission often drives budgeting and repair schedules, we present findings and funding options in clear, reviewer-friendly language.

The Statute establishes the following:

A SIRS must be completed for each building that is three stories or taller at least every 10 years. The initial SIRS must be completed by December 31, 2024.  A licensed engineer or architect must perform the visual inspection. Other parts of the study may be performed by a qualified person or entity.  The SIRS must recommend an annual reserve amount to cover the estimated costs of repairs and replacements. These funds must be incorporated into the association’s annual budget and can not be used for other purposes.  If an association fails to complete a SIRS, it is considered a breach of fiduciary duty by the board members and officers.
